Full Text Search User Licenses are available but the Full Text Search engine is not installed or installed incorrectly.

If full text user licenses are on the system, the server tries to load the specified library. If the full text search engine is installed, it is installed incorrectly. If the full text search engine is not installed, install it to activate the full text search feature. If you do not want to use the full text feature, remove the full text user licenses or ignore the error message.
